Charles is a project manager in CSG's Healthcare and Human Services practice. He has over 20 years of experience working in government and non-profit organizations leading the design, development, and implementation of large-scale IT projects including Medicaid eligibility and enrollment, health information exchange, health insurance marketplace, Medicaid Management Information System, Pharmacy Benefit Management, State Medicaid Health IT Plans, and ICD-10 transition. His expertise includes procurement support, Centers for Medicare and Medicaid certification processes, Advance Planning Document (APD) development, strategic planning, and Program Integrity and internal audit controls. Charles spent five years serving as the lead funding strategist and coordinator of federal funding for the Kentucky Medicaid IT enterprise, where he managed the development of six Medicaid APDs. He is a PMI-certified Project Management Professional.
