Heather Wheeler
Principal
Heather is a Client Executive in CSG’s Child Support and Child Welfare practices. She has more than 20 years of experience in executive management positions, improving organizational design, efficiency, and productivity in many local, state, and federal government programs such as child support, Women, Infants and Children (WIC), mental health, substance abuse, welfare, and public transportation. Her experience also includes leading OCM and readiness initiatives, quality assurance (QA), performance management, communications, and system certification activities. She recently served as QA Project Manager for Oregon’s child support system modernization, developing and executing a Quality Management Plan, supporting federal certification, evaluating the impact of organizational readiness activities, and recommending strategies for staff training for the new system. Heather is a PMI-certified Project Management Professional and Certified Prosci Change Management Practitioner.
