Troy Rutten

Principal

Troy is a senior project manager in CSG’s Healthcare and Human Services and Program Modernization practices. She is a PMI-certified Project Management Professional who brings vast experience in the areas of procurement, strategic planning, vendor selection, project management office, business and process analysis and management of large teams for enterprise applications. Troy has expertise across the Systems Development Life Cycle, including requirements gathering, system design, development of user stories, and quality and test management. She has six years of experience leading Independent Verification and Validation (IV&V) projects and is effective at working with large and diversified user groups in identifying critical issues and potential solutions. Prior to joining CSG, Troy served as the Chief Information Officer for the Oregon Employment Department, supporting production applications including unemployment insurance, employment services central and field offices, and call center operations.
